A woman watches her friends’ kids for 15-40 minutes before the bus comes to take the kids to school.  Her friends have to be at work before the school bus arrives.  Being a good neighbor, she watches the kids, but the Department of Human Services said she is operating an illegal child care facility.  She could face a $1000 fine and/or 90 days in jail.
